Paragraph II Materials: -In order to achieve desired results is the Contractor restricted to a single drop system only or can they utilize a second drop with an additional optic along with an ASHTO Type III glass bead? Paragraph III Performance: - Does the marking have to meet all three requirements (dry, wet recovery, and wet continuous) as outlined in table 1? Paragraph V Warranty: - Does this mean that all manufactures(s) are expected to provide a warranty that conforms to the specifications described here or can the Contractor or Sub-Contractor simply provide a warranty along with the manufacturer's standard warranty language for that specific component? - How will VDOT hold the manufactures accountable? - To Confirm: ASTM E1710, E2177 and E2832 readings shall not be taken earlier than 7 days and NLT 30 days? - Who is responsible for evaluating results/failures? - The first sentence in the first paragraph reads: "The Contractor shall obtain the manufacturers written materials and assign them to the Department prior to final acceptance. The Contractor shall also provide a written warranty to the Department, prior to final acceptance, which coincides with the material warranty period covering eradication, surface preparation installation, labor and temporary traffic control for replacing or renewing the high-build traffic paint materials." A more recent VDOT Special Provision for X1W High-Build Paint that has been provided to vendors, the first paragraph under Section V. Warranties reads as follows: "Either the manufacturer of a product or multiple manufacturers of products, or the subcontractor, or a combination thereof, shall provide a written warranty covering the materials, eradication, surface preparation, installation, labor and temporary traffic control for replacing or renewing the pavement marking materials supplied and installed for the pavement marking longitudinal lines and broken lines required to be installed on the Project." The Contractor is not completely restricted to a single drop system and can present an alternative to utilize a second drop with an additional optic along with an AASHTO Type III glass bead. Please provide drop rates in the submittal. NOTE; The binder is 25 to 27 mils which leaves limited volume to add more beads. Note that testing by MoDOT indicates durability with only a TYPE III bead. Paragraph III, Performance, does require meeting all three requirements (dry, wet recovery, and wet continuous) as outlined in Table 1. If there is a need to vary the material to obtain durability, the Contractor can submit that as an alternate along with the Retroreflectivity levels and drop rate. Paragraph V, Warranty, means that all Contractors will provide a warranty. A warranty can include the manufacturer's(s) guarantees and responsibility as well as the contractor's guarantees as one warranty package. A partnership can provide a warranty. The Contractor or Sub-Contractor, can simply provide a warranty along with the manufacturer's warranty language for that specific component as long as underlining responsibilities are defined. The partnership is responsible for fulfilling the Warranty. Product performance will effect if VDOT approves or disapproves these products for future projects, and VDOT will grade and hold the installer responsible for proper installations.
