Is the insurance requirement for near railroads required to bid?

The insurance will be needed by the successful bidder only, and then only if the plan of operations takes the contractor within 10 feet of the R/R right of way.	2/12/2018
The insurance requirement for near railroads is not required to bid. The successful bidder shall be able to obtain the Insurance for locations where work occurs within the Railroad's Right of Way. No locations with Railroads have been identified for this contract.	2/12/2018
